To the Good People of OSTA,

                     The July shoot  at Rushcreek Sportsman’s went off pretty well I thought.  I would have liked to have seen more people make it out but I understand some members had other obligations and the weather threatened us a bit on Sunday. The weather held out for us this weekend  though, which is certainly not our normal luck!  Thanks again for all those who helped set the stakes on Friday and Saturday.  Kudos to Dave Huff for acting as Range Captain this weekend, thanks Dave. The fine folks at Rushcreek provided us with well manicured grounds for camping and shooting and as always the trails on the course were well kept and greatly appreciated.  They kept us in plenty of good food as well.  Thanks again to those at Rushcreek who provided us with a great place to shoot, camp, eat and socialize. 
For those not present at the meeting, I had the unenviable position of announcing Jim Suttinger’s resignation as OSTA President.  Jim has taken an opportunity to further his career and for the time being his new job is requiring much of his time and he felt it was best for the club for him to step down.  I know Jim has a lot of great ideas for our club and has done a lot of work for OSTA to the benefit of our club. Jim and I have become good friends through OSTA and I appreciate his friendship and I will do my best to faithfully fill out his term. Jim has agreed to help as much as he can in the transition. I hope you all join me in wishing Jim and Diane well. 
With the current officer situation, a temporary vice-president was needed.  For the remainder of this year Glenn Anderson will act as the vice- president.  Thanks for stepping up Glenn!  The current term for V.P. will actually run until the end of next year, which is actually my duty to fulfill.  However, if I am voted in as President the V.P. position will need to be filled in the event Glenn does not wish to carry on through next year.  Anyone interested in acting as V.P. for next year should contact me.  Nominations for President and Secretary are open currently.  Currently, I have accepted the nomination for Pres. and Ted has accepted the nomination for Secretary.  I hope that is all perfectly muddy!
As acting President I would like to make something perfectly clear.  I will be holding the Constitution and the Standing Rules in high regard.  Just because changes have occurred within the club leadership structure, does not mean the Constitution and Standing Rules are weaker.  I consider you all my friends and I do not want, and will not be put in the position of deciding between my friend’s poor decisions and OSTA’s Constitution and Rules.  The Constitution and Rules will prevail every time. 
I would like to mention that we have had several members who have not been able to attend events this year.  I hope you all join me in keeping those members in our thoughts and prayers.  If you know of someone in the club who needs a hand, having health issues or needs prayers please let me know.  I feel it is important to take care of our own in times of need.

Standing Rules of OSTA, Inc.
Proposed Revision for 2014.
The Standing Rules of OSTA are not considered part of the OSTA Constitution. It is the responsibility of OSTA members and non-members who attend OSTA events to familiarize themselves with the Standing Rules. The following rules apply equally to all members and non-member guests at OSTA events. Any person, member or non-member, violating the Standing Rules will be immediately disqualified from competition and may be ejected from the event. Any OSTA member violating the Standing Rules will also face potential expulsion from the organization by the Executive Committee.
Part 1 - Memberships
  1. Family or individual membership costs $35 per year.
  1. A family includes spouse, children and grandchildren under the age of 18.
  2. College students living at home are included in the family membership.
Part - 2 General Rules of OSTA
  1. The USA flag and the OSTA flag will be flown at all shooting events.
  2. Broadhead/arrowhead tipped arrows are not permitted on the shooting course or practice range for any reason. Only standard screw on or glue on field tipped arrows are permitted.
  3. All participants must register as either a non-competitor or competitor to participate in each event.
  4. The age for determining the correct shooting class for competition is established by the date of the first shooting event of the season (Fun Shoot not included). Youths, Cubs and Peewees can move up one shooting class, but may not return to the younger class after moving. At age 16 a Youth Boy or Girl may move up to the adult class but cannot return to the Youth class after moving.
  5. Children and young adults under the age of 17 must be accompanied by an adult while on the shooting course and practice range.
  6. Please be courteous to groups or individuals who catch up to you on the course and allow them to “shoot through” in order to keep the course moving.
  7. All pets brought to an OSTA event must be kept on a leash at all times. It is the owners’ responsibility to control their pet and keep the camping and shooting course areas clean of the pets waste. If the pet owner is not able to keep their pet leashed and controlled they will be asked to remove their pet from the event.
  8. Those wishing to participate at an OSTA event who do not desire OSTA membership must sign a waiver releasing OSTA and the Host Club from all liability and that they will adhere to these Standing Rules.
  9. The Executive Committee may make exceptions to any of the Standing Rules to accommodate participants who have special needs. The decision to make an exception will be made by a minimum of two members of the Executive Committee and the decision will be made known to the Range Captain.
Part 3 - Event Registration and Fees
  1. Registration will be open from 9:00 am to 1:00 pm Saturday and 9:00 am to 12:00 pm Sunday at each shooting event. No score cards for competition will be issued after registration closes. You may pre-pay for Sunday on Saturday.
  2. The shooting course is open from 9:00 am to 5:00 pm on Saturday and 9:00 am to 3:00 pm on Sunday. No one will be admitted to the shooting course for competition after 12:30 pm on Sunday. Non-competitors can enter the shooting course after 12:30 pm keeping in mind the course closes at 3:00 pm and they must exit the course at that time. Only officers and vendors are permitted to enter the shooting course before or after the designated times.
  3. Awards Meeting for competitors and OSTA kids will be at 3:00 pm on Sunday. In the event of a shoot off to determine placement in a class, the Awards Meeting could be delayed.
  4. OSTA member shooting fee is $10.00. Non-member shooting fee is $13.00. The Family cap is $25.00 for OSTA members and $30.00 for non-members. Competition shooting fees are an additional $2 per competitor with no family cap excluding PeeWee’s, Jr. Cub, and Cub participants and must be paid at time of registration.
  5. Life Members, PeeWee’s, Jr. Cub, and Cub participants incur no shooting fees. However Life Members who wish to be included in competition must pay the competition fees.
  6. If someone competes in multiple classes they must pay the shooting and competition fees for each class.
  7. Additional rounds of shooting are $3 per person/round and no score card will be given. 100% of these fees collected will be paid to the host club.
Part 4 - Rules and Equipment for Non-Competition
  1. Bow must fit description of equipment as defined by Article IX of the OSTA Constitution.
  2. No optics of any kind are permitted on shooting course.
  3. No arrow restrictions.
  4. Shooting from the competition stakes is not necessary.
  5. No score card will be issued for non-competition.
  6. Groups larger than 6 (six) adults are not permitted.
  7. Participants must observe the open and closing times of the shooting course.
Part 5 - A note about competition within OSTA.
OSTA’s primary function is not to provide competition at its events. Because some members and non-member attendee’s desire to compete at our events we provide competition. The Shooting Course will be set by the Vice President who will be the Range Captain. In his absence another member of the Executive Committee will take his/her place. The Range Captain can recruit and accept help from OSTA members to set the shooting course.
Competition requires a certain level of difficulty to challenge the competitor but not so much that it makes it impossible to compete. The shooting course will be set to present possible bow hunting challenges with the majority of shots within an approximate range of 20 yards with various levels of difficulty for the adult competitors. There may be several appropriate longer range shots to challenge those competing. The youth shooting stakes will be appropriately set to their age and skill level. Competitive shooting will take place on Sunday’s at our regular events. Saturday is non-competitive.
Part 6 - Rules and Equipment for Competition
  1. Any bow used for competition must meet the design criteria for its particular shooting class as defined by Article IX of the OSTA Constitution. All shooting equipment is subject to inspection to insure qualification.
  2. No sights, release aids, stabilizers.
  3. String walking is prohibited. At least one finger must touch the nock of the arrow at full draw and anchor of the bow.
  4. No optics. (Monocular, binoculars, rangefinders, etc).
  5. No mechanical rests or plungers. Simple elevated rests such as brush rests, Bear Weatherest, feather rests etc. are permitted in the recurve class only. Any longbow or self bow equipped with an acceptable elevated rest must shoot in the recurve class for competition.
  6. No draw-checks or “clickers” will be permitted for competition.
  7. Quivers mounted on the bow are permitted only in the Recurve and Longbow classes.
  8. Longbow and Selfbow classes must shoot natural arrows such as wood, bamboo or river cane. Carbon and aluminum arrows constitutes Recurve Class for competition. Recurve class can shoot arrow material of choice including natural.
Part 7 - Competition Classes and Scoring
  1. The shooting classes are as follows:
  1. MEN/WOMEN RECURVE. Shoot from RED stake.
  2. MEN/WOMEN LONGBOW. Shoot from RED stake.
  3. MEN/WOMEN SELFBOW. Shoot from RED stake.
  4. OLE TIMERS- ages 50 and up. Shoot from RED stake.
  5. BOYS/GIRLS YOUTH- ages 13-17. Shoot from RED stake.
  6. CUBS- ages 11-12. Shoot from WHITE stake.
  7. JUNIOR CUBS- ages 9-10. Shoot from WHITE stake.
  8. PEEWEES- ages 8 and under. Shoot from BLUE stake.
  1. No one may shoot alone for competition.
  2. Groups larger than 6 (six) adults are not permitted.
  3. Must shoot from the correct shooting stake for chosen class.
  4. The forward foot must touch the shooting stake. The stake must be in front of the shooter.
  5. Only one arrow shot at each target.
  6. Scoring is 10 points for the entire target (ears and hooves included). 20 points for the entire kill area. The arrow must stick and remain in target for score. A complete pass thru is 10 points on any area of the target including the kill area. A deflection off of the target scores no points. A miss scores no points.
  7. The shooting stake must not be moved from the location placed by the Range Captain. Intentionally removing the shooting stake to a new location for shot placement will result in automatic disqualification from competition.
  8. Score cards must be correctly scored and tallied by the participant before submitting for competition. Score cards that are incorrectly scored or incomplete will be discarded and the participant will be disqualified from competition.
  9. Score cards must be turned in no later than 2:30 pm on Sunday. No cards will be considered for competition after this deadline. There will be no exceptions.
  10. Any violation of these requirements will result in disqualification from the competition and a possible ban from future competition.
Part 8 - OSTA State Shoot Rules and Fees
  1. All OSTA Standing Rules for non-competition and competition apply.
  2. The OSTA State Shoot consists of 2-30 target 3D courses (course A and course B) that competitors and non-competitors share.
  3. OSTA member shooting fee is $12.00. Non-member fee is $15.00. Family cap is $30.00 for members and $35.00 for non-members. Competition shooting fees are an additional $2 per competitor with no family cap.  Peewees and Cubs participants are excluded from Competition Fees. Shooting and competition fees are per course.
  4. Non competitors can pay for both courses and have unlimited shooting if desired on either course.
  5. Competitors are required to submit their cards for score after they have shot either course the first time.
  6. Both courses are available for competition on either day of the State Shoot. However the score must be turned in for competition the first time either course is shot.
  7. A competitor cannot pay for both courses, shoot both or either course for practice on one day then shoot the same courses the next day for competitive score. The course shot, either A or B, can only be considered for competition the first time shot.
  8. A competitor is permitted to shoot the same course again after the score card is submitted. The opposing course is off limits until it has been shot for score and the card turned in.
  9. After competition requirements are met both courses are open for unlimited non-competition shooting during the specified times for the State Shoot event.
Part 9 - Shooter of the Year Rules
  1. Must be an OSTA member before entering the first shooting event of the year.
  2. Only those entering events as competitors will be considered. 
  3. Must adhere to the equipment rules for your chosen class or classes.
  4. Must adhere to OSTA Standing Rules.
